Nepal is a brutal example of how climate injustice works. A country that contributed almost nothing to the historical accumulation of carbon is now absorbing some of the most violent consequences of a rapidly warming world. For almost two centuries, the countries at the centre of the world economy built wealth through fossil energy, industrial expansion and the appropriation of an atmosphere treated as a free dumping ground for carbon. That same process of accumulation also gave them stronger infrastructures, greater fiscal capacity, technologies and far more resources to protect themselves from the instability they helped create. Countries like Nepal occupy the opposite position, bearing minimal responsibility for the crisis while having far less capacity to absorb its consequences. The result is a structural paradox: the countries that contributed most accumulated both wealth and protection. Those that contributed least inherited vulnerability. Responsibility and vulnerability have been organized in opposite directions. That is the argument I developed in Every Heatwave Is Political.
